Decodes Group class. Refer to MHEG5 Specification (ISO/IEC 13522-2:1996), Appendix A, section [A.2]for details of ASN.1 representation.

Parameters

listPtr	pointer to current fpa1_syntaxList item
application	Pointer to Application class being decoded.
