Get the DSMCC debug mask.

Enable DSMCC debug for an instance, by reading environment variables with name format: <rootname>_<maskname>. E.g. DSMOTA_DS_PMT.

Parameters

instance	DSM control instance handle
rootname	Root name for environment variables for this instance
